Qatar Announces $22 Billion Infrastructure Plan Focused on Water Systems and Urban Development

Qatar has announced a $22.2 billion national infrastructure plan that will upgrade water systems, transportation networks, and urban areas across the country over the next five years. The program, worth QR81 billion, will run from 2025 to 2029 and is the largest infrastructure program launched by Public Works Authority (Ashghal).

The investment will support projects in transportation, public facilities, water infrastructure, and residential development, helping improve city infrastructure while preparing the country for future growth.

Government officials say the program focuses on improving everyday services while making cities more efficient and resilient.

Improving Cities and Public Infrastructure

The five-year plan includes a wide range of projects designed to improve infrastructure across Qatar.

  • Key areas of investment include:
  • Road and transport network improvements
  • New government service buildings
  • Upgraded water and drainage systems
  • Infrastructure for new residential areas
  • Better public spaces and pedestrian areas

 

New public buildings will support sectors such as healthcare, education, culture, and sports, helping expand services for residents.

Urban improvements will also focus on making neighborhoods easier to walk around and improving public spaces.

Major Investment in Water and Drainage Systems

Water management is one of the most important parts of the plan. Qatar continues to invest in stronger drainage networks to manage rainwater and reduce the risk of flooding in urban areas.

One of the largest projects included in the program is the Strategic Outfalls Project, a major drainage system designed to collect rainwater and reuse it.

The project will allow treated rainwater to be used for:

  • Irrigation of green spaces
  • Cooling systems
  • Urban water reuse

Construction is expected to start this year with major tunneling works. Additional underground tunnels are planned to begin in 2026.

The project is being developed in cooperation with the Ministry of Municipality and the Ministry of Environment and Climate Change.

Expanding Qatar’s Drainage Network

The infrastructure program also includes upgrades to Qatar’s sewage and stormwater systems. New drainage tunnels, modern pumping stations, and expanded water treatment facilities will be developed as part of the program. These improvements will strengthen the efficiency and reliability of the national drainage network while helping cities manage water more effectively during heavy rainfall.

Better connections to residential areas will also be introduced, ensuring that households are linked to improved sewage and drainage infrastructure. These upgrades are designed to support growing urban areas and ensure that infrastructure keeps pace with development.

Infrastructure for New Residential Communities

The plan also focuses on building infrastructure for more than 5,500 residential plots across the country. These projects will include road networks within new neighborhoods, connections to main highways, treated water systems, landscaping, and street lighting.

Providing this infrastructure will make new residential areas ready for development and improve living conditions for future residents. By building these services in advance, the government aims to support housing growth while ensuring that communities are well connected and properly serviced.

Greater Role for Public-Private Partnerships

To deliver projects more efficiently, Ashghal plans to increase the use of public-private partnerships. Through these partnerships, private companies will work alongside government institutions to help design, finance, and deliver infrastructure projects.

This approach allows the government to benefit from private sector expertise while accelerating the delivery of major projects. Public-private partnerships are expected to play an important role in developing residential infrastructure and improving project delivery across the infrastructure program.

Supporting Long-Term Growth in Qatar

The new infrastructure program supports Qatar’s broader strategy to strengthen public services, expand residential areas, and improve city infrastructure. Investments in water systems, transportation networks, and urban development are essential as cities grow and environmental challenges increase.

Over the next five years, these projects are expected to improve the reliability of infrastructure, support economic growth, and enhance the quality of life for residents across the country.
